Funded by Leicester, Leicestershire and Rutland's Violence Reduction Network, the film entitled 'Are you listening' aims to raise awareness of the issue of CCE, some of the signs that could indicate a child is in danger and where you can go for help and support. It is important we all play an active role in tackling this issue.

Child Sexual Exploitation (CSE)
CSE is a form of sexual abuse that involves the manipulation and/or coercion of young people under the age of 18 into sexual activity.
Definition of CSE
The revised definition for Child Sexual Exploitation in Working Together to Safeguard Children 2018 is:
"Child sexual exploitation is a form of child sexual abuse. It occurs where an
individual or group takes advantage of an imbalance of power to coerce,
manipulate or deceive a child or young person under the age of 18 into
sexual activity (a) in exchange for something the victim needs or wants,
and/or (b) for the financial advantage or increased status of the perpetrator
or facilitator. The victim may have been sexually exploited even if the sexual
activity appears consensual. Child sexual exploitation does not always
involve physical contact; it can also occur through the use of technology"
Child Sexual Exploitation (CSE) Information Sharing Form
The CSE information sharing form and process has been revised.
This process should not be used to report concerns that a child may be at risk of harm and/or immediate danger. The process for reporting concerns about a specific child can be found on the LSCPB’s website.
This process should be used to share non-urgent information which you believe may be connected to child sexual exploitation (CSE).
All professionals and volunteers in Leicester, Leicestershire and Rutland have a duty to protect children from sexual abuse and exploitation including passing on any non-urgent information.
This information is very important and will help the Leicester, Leicestershire and Rutland Multi-agency CSE Team build intelligence about child sexual exploitation and enable us to better target the response to prevent and disrupt CSE. The information you share may include:
- Vehicle details including registration numbers, make, model and colour
- Details or descriptions of suspected perpetrators – names, phone numbers, addresses
- Details of unusual or regular callers to a children’s home
- Third party information e.g. rumours or concerns about people or locations

Child Sexual Exploitation: Definition and Guide for Practitioners (DfE 2017)
Published by the DfE on 16th February 2016, Child Sexual Exploitation: Definition and Guide for Practitioners (DfE 2017) is non-statutory advice to help practitioners to identify child sexual exploitation and take appropriate action in response. This advice includes the management, disruption and prosecution of perpetrators. This document replaces Safeguarding Children and Young People from Sexual Exploitation (DfE 2009).
National CSE Guidance that supplements Working Together to Safeguard Children may also be relevant to practitioners.

National Referral Mechanism (NRM)
The Governments National Referral Mechanism guidance, and referral and assessment forms, should be used to report potential victims of human trafficking.
Includes: Reports, resources for schools and governors, short films, resources regarding night-time economy and links to useful websites, including Barnardo's for information for parents, young people and practitioners on the signs of child sexual exploitation and how to keep safe; PACE - Parents Against Child Sexual Exploitation for information for parents/carers and children/young people.

Missing Children
The Child Sexual Exploitation/Trafficking subgroup was created in partnership across Leicester and Leicestershire and Rutland LSCBs to help tackle CSE issues locally. Please note that this subgroup has been replaced by a joint Leicester, Leicestershire and Rutland CSE Hub
Breck’s Last Game, a short film about a 14-year-old boy who was murdered by a man he met on a gaming site, has now been made available online here.
Chelsea's Choice - Tour for Autumn 2017
This hard hitting production toured Leicester, Leicestershire and Rutland in 2017. The play raises awareness of CSE, what makes a healthy relationship and how to stay safe on the internet. Chelsea's Choice is for audiences from 12 years of age and is also very effective in raising awareness in adults. The play is 50 minutes long followed by a 20-30 minute plenary session exploring issues raised in the play.
